COUNTRY CLUB/RATHTON RD CORRIDOR STUDY
Spring Garden Township, City of York, York County, PA

The Country Club/Rathton Road corridor is an important roadway providing access to commuters and significant traffic generators along the roadway. The corridor, which is approximately 2.5 miles long, provides direct access for three significant institutional users: York College of Pennsylvania, York Hospital and Penn State York. Additionally the corridor provides indirect access for other nearby generators such as York catholic HS/JH, many medical service providers, as well as significant neighborhood communities. With the combination of traffic accessing York College, York Hospital, Penn State York and the many indirect users, along with the growth in commuter traffic, the corridor experiences significant capacity problems.

Transportation Resource Group, Inc. (TRG) was chosen to lead the corridor study to identify specific traffic related issues within the corridor and provide recommended improvements. The study required an extensive data collection and traffic modeling effort which was coordinated directly with the York Area Metropolitan Planning Organization (YAMPO), the York County Planning Commission, York College, York Hospital and Penn State York. Based on the data collection efforts TRG was able to provide precise information on existing and future conditions of the corridor.

TRG developed the transportation alternatives to address the capacity, access and safety deficiencies along the corridor. TRG determined and identified existing and future deficiencies if no roadway improvements are implemented. A list of recommended alternatives was determined based on the analysis and public involvement, concept plans for each of the recommended alternatives was prepared including roundabout and traffic signal design. Final recommendations and analysis will be complete by summer 2009.
