INTERSTATE 83 EXITS 18 AND 19

 Transportation Resource Group, Inc. (TRG) is an instrumental part of the project team for PennDOT's I-83 Exits 18 & 19 Project located in York County. The project involves the reconstruction of the Interstate highway and reconfiguring the ramps to increase the capacity of the roadways, improve flow of traffic throughout the community and enhance the safety of the roadway network. Solving the congestion at these two interchanges is the top priority of the local metropolitan planning organization (YAMPO).

As the lead traffic operations engineer for the I-83 Exits 18 and 19 Project, TRG is responsible for traffic data collection, accident analysis, traffic volume projections, and alternative analysis. This area of York County has seen tremendous population growths, leading to a roadway network that presently exceeds capacity. TRG is responsible for modeling the future traffic volume growth as well as modeling the deviations to present traffic routes based on the proposed alternative routes.

A unique challenge for this project was to devise an efficient method to conduct the preliminary evaluation and compare each of the proposed alternatives. TRG was able to meet this challenge by creating an innovative traffic analysis tool based on methodology outlined in the Highway Capacity Manual, whereby volume to capacity charts were made over a 24-hour time period for all the alternatives and study intersections.

This project is ongoing and is still in the preliminary design phase. The study alternatives include reconfiguration of the ramps at both interchanges.
