BUCKHORN PLAZA Hemlock Township, Columbia County, PA
Buckhorn Plaza is a 410,000 S.F., $40 million dollar commercial/retail development located at the Interstate 80/PA Route 42 interchange near Bloomsburg, PA in Columbia County. Wal-Mart and Lowe's were the anchor tenants. Transportation Resource Group, Inc. (TRG) provided comprehensive traffic services consisting of a Traffic Impact Study (TIS), PennDOT/FHWA Point of Access Study, roadway and signal plans/permits as well as construction consultation.
Working under a one-year accelerated schedule to obtain permits, this project presented many unique challenges ranging from preparing a formal Point of Access Study with an environmental clearance component, coordinating road closures, right-of-way vacations and acquisitions with PennDOT, Hemlock Township and affected property owners. The total cost of the roadway and signal improvements were $1.5 million. Buckhorn Plaza opened in the Spring of 2005.
