EAST YORK NEIGHBORHOOD TRAFFIC CALMING STUDY
Springettsbury Township, York County, PA

 Springettsbury Township commissioned a Traffic Calming Study in response to growing concern of traffic congestion and spillover impact to adjoining residential neighborhoods in East York along East Market Street (PA Route 462). Working with First Capital Engineering, the Township Engineer, Transportation Resource Group, Inc. (TRG) pursued a study approach that consisted of five steps including; Data Collection consisting of documenting speeding/cut-through problems, neighborhood input on perceived problems, identification of appropriate traffic calming measures, concurrence on the recommended traffic calming measures by the Township and the neighborhood, with approval of the measure using 75% threshold neighborhood approval, and implementation and re-evaluation.

Working closely with the Neighborhood Focus Group, the study process resulted in recommendations consisting of speed humps, traffic circles and narrowing street widths with curb-landscaped medians, flared curbs and traffic control signage totalling $220,000. A capital program was developed which phased the implementation of improvements based on the Township's available transportation funds. The Phase I improvements were constructed and the Township has begun to re-evaluate the effectiveness of the changes.

For their initiative and accomplishments, Springettsbury Township received the 2005 "Road & Bridge Safety Improvement Award" by the PA Highway Information Association, PA State Association of Township Supervisors and PA Department of Transportation.
