 In 1998, York City embarked on one of its biggest traffic operational flow changes in decades. In an effort to spur economic development and bring visitors and tourists to the downtown area from the South as well as remove through traffic from residential areas, the City hired Transportation Resource Group, Inc. (TRG). TRG took the project from a conceptual idea, to a planned study, to design/engineering and construction with a budget of $750,000 to make all the necessary signal, signage and pavement marking changes to the streets, along with obtaining the required permitting from PennDOT and the Public Utility Commission (PUC) rail crossing.

TRG's approach to the project required extensive data collection consisting of traffic and parking counts and studies, travel surveys, business/property surveys, public/stakeholder involvement and strategic coordination.

One of the biggest challenges facing TRG, was working with PennDOT to satisfy their safety and capacity concerns with changing to the new two-way operation. The Department had spent nearly $1 million in synchronizing traffic signals through their ECONS program and required that the benefits from these improvements be maintained. TRG worked on revising the signal plans and timings for the downtown urban system to accommodate the change. When fully completed in 1999, the two-way changes affected 20 signalized intersections, 4 streets and 2 PUC rail crossings.
