HARLEY-DAVIDSON MOTOR COMPANY U.S. 30 & EDEN ROAD Springettsbury Township, York County, PA
The U.S. 30/Eden Road improvements in Springettsbury Township were recently completed as part of the Harley-Davidson Motor Company's Keystone Development Plan Project. As a local level project, Transportation Resource Group, Inc. (TRG) was part of a consulting team that had the responsibility of preparing traffic studies, Point of Access Study, design plans, obtaining environmental clearance, acquiring right-of-way, and relocating utilities. PennDOT led and constructed the project. To accommodate the Keystone project opening, all design work and approved work was completed on an accelerated schedule.
As part of the project, various alternatives, such as jughandles at grade intersections, were prepared by the locals to determine what improvements were required. All were dismissed due to the necessity of widening the existing U.S. 30 structure over the Codorus Creek and the proximity of the S.R. 3029 (Loucks Mill Road) intersection just to the west. It was determined the most cost effective alternative would be to construct a new access to the plant, 1000' further east on U.S. 30. The new intersection provides additional lanes on the mainline, adequate storage length for turn lanes, and a greater distance between intersections.
The Department recognized the project with the following key savings:
- Eliminates the need to modify the existing U.S. 30 structure over Codorus Creek.
- Utilizes excess Department Right-of-Way from the original U.S. 30 construction project.
- Higher level of service along the corridor now that spacing between intersections is increased.
- Eliminates the delays that occurred between the old intersections. The new intersection can accommodate the present and future U.S. 30 and Harley-Davidson traffic demand.
The original estimated cost of the project was $5 million dollars. Final bid cost was $3.7 million dollars resulting in a significant savings of $1.3 million dollars.
In addition, Harley-Davidson Motor Company recognized the roadway improvements and the consultant team by awarding their "Chrome Level of Achievement" for the project, which is the highest level attainable within the company.
