LEBANON CITY SIGNALS (S.R. 9900-RD) City of Lebanon, Lebanon County, PA
The objective of this project was to provide signal improvements at the City of Lebanon's forty-eight (48) signalized intersections by means of equipment updates or replacement, along with the installation of a closed loop signal system network.
As a subconsultant on this project, Transportation Resource Group, Inc. (TRG) completed the signal warrant analyses for the existing forty-eight (48) signalized intersections within the City. The purpose of the signal warrant study was to establish warrant requirements which would aid in the determination of eligibility for federal funding at the existing signalized intersections.
To evaluate the signal warrant requirements, an extensive data collection effort was undertaken. The effort included the conduct of forty-eight (48) weekday and Saturday manual turning movement counts (TMC), fifty-seven (57) automatic traffic recorder (ATR) counts, vehicle classification counts, and pedestrian counts, along with detailed field views.
Due to the proximity of several schools within the City boundaries, coordination was also made with the Lebanon City School District and the Lebanon City Police Department to gather information on school crossings and the availability of school crossing guards. The evaluation found that based on existing conditions, forty-seven (47) of the forty-eight (48) intersections met the criteria for traffic signal control.
