WINDSOR TOWNSHIP TRAFFIC IMPACT FEE

 Pennsylvania legislation has given local municipalities the power to establish transportation impact fees on new developments within their boundaries, provided the municipality has adopted a Transportation Impact Fee Ordinance. Windsor Township hired Transportation Resource Group, Inc. (TRG) as part of a team, to help prepare this impact fee ordinance.

Between 1970 and 2000, Windsor Township was the second fastest growing municipality in York County. Due to the large areas of undeveloped land in the Township and the close proximity to arterial highways and commercial areas in York County, this growth is expected to continue. Therefore, the challenge facing the Township is to find ways to assure the funding of necessary roadway improvements will be available. By establishing an impact fee ordinance, the Township will be able to collect costs needed for off-site improvements attributable to new developments.

Following the guidelines established in the Act 209 legislation, TRG assisted with or prepared the three required components: The Land Use Assumption Report, The Roadway Sufficiency Analysis Report and The Capital Improvement Program. The project required a large data collection effort along with an extensive traffic analysis component to determine the existing and projected deficiencies within the Township. Additionally, a public involvement component was required to get concurrence with the Study Advisory Committee and the general public. With the successful approval of these components, the Township adopted the Impact Fee Ordinance in March 2007.
