YORK OUTDOOR RECREATION COMPLEX

 The much anticipated baseball stadium in York has taken shape as the York Outdoor Recreation Complex (YORC). The beautiful new complex is located in downtown York on Arch Street. The 5,200 seat, $32 million facility, being spearheaded by the York County Industrial Development Authority (YCIDA), was funded in part by state, local and private sources. Through earlier work on previous stadium sites, Transportation Resource Group, Inc. (TRG) was chosen as the traffic engineering and parking consultant for obtaining approvals at the local and state levels.

The availability of parking was a critical issue in obtaining local approvals. TRG's study approach to the problem was to combine a traffic and parking study into one report since traffic arriving at the stadium would park in the available public/private facilities in the downtown and surrounding areas, and walk to the facility.

An early and major step in the study process was to develop a list of study assumptions regarding traffic and parking, and obtain consensus from the review agencies. With the study assumptions approved, TRG began the task of addressing the parking availability issue. Using a combination of available parking studies and field studies consisting of parking space inventories and occupancy counts, TRG established the available parking supply during the pre-game and thus during the critical weekday pre-game condition (5:30pm-7:30pm), within a 12 minute walking time at 2 minute intervals.

The parking demand for the complex was established using available vehicle occupancy rates for baseball stadiums and the vehicular traffic generated by the ball game special event. The study concluded there was sufficient public parking conveniently located within a reasonable walking distance of the complex. Along with the parking, the traffic portion of the study was approved and the project proceeded to design and construction. The complex opened for baseball on June 15, 2007.
